Annotation:

Causes of industrial injuries when performing work at height, as well as a comparative analysis of compulsory requirements for work at height in the Russian Federation and the ICOP voluntary standards of the IRATA international association, are provided. This helped identify and systematize key problems in the enterprise personnel training system for work at height at hazardous production facilities. The basic problems of personnel training for work at height include: unavailability of a typical list of exercises to drill practical skills of safe methods of work in enterprises; insufficient practical focus in regard to the final certification of employees; risks associated with internal training; insufficient drill of actions in emergency and non-standard situations; non-compliance of the competency level of the employer’s certification commission to conduct recurrent employees’ knowledge test; gap between the theoretical training of personnel and safety culture established at an enterprise.
It has been suggested that the existing system of enterprise personnel training for work at height does not fully ensure the development of safety skills for safe performance, given organizational and behavioral factors that affect the level of professional risk during labor activities.
According to the results of the study, areas of improvement of the system of personnel training for work at height have been identified, including the implementation of independent assessment of employees’ competencies and the establishment of requirements for compulsory drill of practical actions in emergency and non-standard situations, aiming to increase the safety of operation of hazardous production facilities.
