Oil and gas company Sakhalin Energy Investment Company Ltd. operates three hazardous production facilities of oil and gas complex within the framework of Sakhalin-2 project: two stationary offshore platforms installed in Astokhsk and Piltun areas of Piltun-Astokhsk oil field, and the stationary offshore platform installed in Lunskoye gas condensate field.
Development of Piltun-Astokhskoye and Lunskoye fields is carried out using wells drilled with a large refuse of the face from the vertical, drilling and operation of which is carried out according to the technologies of Shell concern, which has extensive experience in drilling and operation of such wells. The works at hazardous production facilities are organized according to the standards of Shell concern, which are successfully used at all of its oil and gas production facilities and designed to meet the international standards requirements.
Hazardous production facilities operated by Sakhalin Energy Investment Company Ltd. were designed and constructed in accordance with the international and foreign standards, the requirements of which in some cases differ from those of Russian regulatory documents in the field of industrial safety.
In case when during design, construction, operation, reconstruction, overhaul, preservation or liquidation of a hazardous production facility the deviation is required from the industrial safety requirements established by the Russian federal safety rules and regulations in the field of industrial safety, then the industrial safety requirements may be established to its operation, overhaul, conservation and liquidation in the Safety case of hazardous production facility.
The article describes the experience of the development of such Safety cases by the Scientific and Technical Center of Industrial Safety Problems Research for hazardous production facilities of oil and gas complex operated by Sakhalin Energy Investment Company Ltd.
