Reliable power supply of the establishing extraterritorial complexes, developing ore mining, oil and gas, and other fields, issues of long-term progress of the Russian Acrtic and remote regions determine the priority of the safe involvement in activities of populations, wellbeing of their habitat, support of habits and traditions of small-numbered indigenous northern nations. The inflow of contaminants from modern technologically advanced yet potentially hazardous objects of economy (infrastructure) in combination with the impact of discharges (wastes), other factors, industrial (agricultural) enterprises located in immediate proximity, and settlement utilities objectively create preconditions for a multifaceted negative impact on the adjacent Arctic territories (water bodies). The advantages of nuclear plants of small (medium) capacity when compared with traditional electric power sources, in the authors’ opinion, should strengthen the prioritized positions of improving readiness (response) to emergencies in the controlled macroregions and facilitate the preservation of positive heritage and elimination of negative consequences of nuclear activities of the global economies in the 20th century. The proposed options to mitigate the impact of adverse factors of the economy and habitat in remote northern districts are oriented to the optimization of activities of participants within the framework of the Unified State System of Prevention and Elimination of Emergencies. Involving systemic approaches substantiates the need for improvement of the national security in accordance with the requirements of the strategic planning, national goals of the development of the Russian Federation until 2036.
