The article describes the issue of appropriateness of the development and implementation of the new type of activity in the number of elements related to industrial safety regulation — industrial safety audit. The results of the comparative analysis of currently existing types of auditing in the Russian Federation are presented: accounting, fire safety, environmental, and management systems. Identity of the fundamental principles of conducting audit in these areas, the commonness of the used tools, the similarity of the structure and content of the results, analogy of the steps taken after audit completion are noted. The results of this analysis allow to propose the conceptual approaches to the use of this tool in the field of industrial safety of hazardous production facilities. The objects of industrial safety audit can become the industrial safety management systems, industrial control documentation, substantiation of safety, availability of readiness for localization and response to accidents consequences at a hazardous production facility, other documentation related to the operation of a hazardous production facility testifying the actual execution of industrial safety requirements, integrity and operation of technical devices, buildings and structures, etc. The incentives of the organizations operating hazardous production facilities are listed for making the decision on conducting the industrial safety audit. The role of Rostechnadzor in the concept of using audit in the field of industrial safety is described. It is noted that the audit will allow, in addition to identifying non-compliance with the industrial safety requirements, determine the causes of these non-compliances and propose the ways and methods of their elimination in the audit reports unlike the inspections carried out by Rostechnadzor, which are limited only to detection of industrial safety requirements, issuing instructions to eliminate them and possible sanctions in the form of fines. Industrial safety audit is proposed to be introduced into the new draft law «On Industrial Safety» with the subsequent development of an appropriate regulatory framework. As a discussion, the draft of the article «Industrial safety audit» of the new draft law is given.
