In connection with the adoption of the international code ISO 45001:2018 «Occupational health and safety management systems — Requirements with guidance for use» the companies operating hazardous production facilities and having management systems created based on OHSAS 18001: 2007 should adapt them to the new code.
The main goal of risk management within the framework of the functioning of occupational health and safety management systems is to prevent or reduce the undesirable effects of risks of causing harm and damage to the occupational health and safety of the company employees. The core of the new code requirements is section 6 «Planning», as well as subsections 6.1 «Actions in relation to risks and probabilities», and 6.1.2.1 «Hazard identification».
It should be noted that practically almost all the methods and approaches to hazard identification in the companies operating hazardous production facilities, to one extent or another, are implemented within the framework of the documents and activities developed by the organization, taking into account occupational and industrial safety requirements, such as: special assessment of the working conditions, action plans for localization and liquidation of accident consequences, industrial safety declaration, substantiation of safety of hazardous production facilities. Of course, as a result of performing control functions, for example, conducting industrial control over compliance with the industrial safety requirements, the information may also appear related to the existing, previously undefined, hazards.
When introducing the new code, it will be required to bring all the information received from the indicated sources of information into one coordinate system. Actually, it is not the easiest thing, for which it will be required adjusting the current risk assessment methods. In addition, basing of the functioning of the occupational health and safety management systems only on using the matrix method provided for in the new code, significantly weakens it, and negatively effects on the achievable viability.
The complete use of all the sources of information in identifying hazards, full-scale accounting of all the available results of risk assessment will allow to receive the most complete and accurate indicators within the framework of occupational health and safety management systems, which, in turn, will significantly increase the effectiveness of these systems functioning.
