The development of mineral fields by underground method is classified as one of the most hazardous processes due to the diversity of many natural and manmade factors involved. The injury rate among miners can be reduced when filling the worked-out area with hardening filler mixtures, including using mineral mill tailings as components. The study of the strength of hardening mixtures at various ratios of cementing and inert components with preparation in alternative activators. Cubes were strength-tested under compression; the results have been processed by mathematical statistics methods. A statement regarding the condition of mining production waste in Russia has been issued as to their perspective use as mixture components. The data on the development technology involving filling the worked-out area with hardening mixtures have been provided. The results of the comparison of the activation efficiency in a grinding mill and disintegrator according to the active fraction yield criterion have been given. The flowchart of concrete product manufacturing based on mineral mill tailings with component activation has been presented. An approximate ratio of hardening mixture components has been given. As demonstrated, the use of the waste of processed extracted minerals as a part of hardening mixtures to fill the worked-out area not only reduces expenses on basic production and increases the capacity of enterprises but also mitigates the damage to the environment and the hazard of injuries among workers. It has been concluded that the level of injury rate among workers caused by peeling pieces of rocks can be reduced when the worked-out area is filled with hardening mixtures with increasing component quality in activator devices. The results of the study can be relevant for the modernization of mining production and intersectoral indusrties.
