Annotation:

The coal industry, despite facing specific challenges, continues to grow; positive trends in workflow improvement and production safety are evident in today’s conditions. Nevertheless, the matters of improving the occupational safety system and reducing the industrial injury level remain relevant. Despite the high level of mechanization and automation, a human participates in any workflow who is prone to mistakes or consciously taking risks to meet the production schedule, thus violating the requirements of occupational and industrial safety. The impact of a human factor on the level of accidents and industrial injury rate, as well as the technical and economic indices of an enterprise, is significant; therefore, the level of personnel’s competencies must be improved using all available methods. Employees with low-level competencies at a mining enterprise pose a danger to both themselves and nearby workers of a hazardous production facility. 
The studies aiming to identify the dependence of injury rates on the level of competencies of employees at a mining enterprise show that the more miners are sufficiently competent in occupational safety, the lower the injury rate is in a given mine. Additionally, there is a significant correlation coefficient between the safety competencies of managers and those of workers. The occupational safety level competencies of workers are low in mines where incompetent managers, who severely breach the requirements of safe mining operations, unable to motivate workers to perform their work tasks safely, are employed. A comprehensive model of occupational safety competencies is proposed for use to ensure a more thorough recruitment of personnel for hazardous production facilities, to determine their professional suitability, and to organize recurrent assessments and improvements in safety competencies.
