Annotation:

The issue of the reduction of industrial accident levels remains one of the high-priority tasks in the field of occupational safety. Traditional methods oriented to the analysis of already occurred negative events demonstrate low efficiency in preventing incidents and accidents. Therefore, the use of preventive (leading) indices that help forecast potential threats and timely develop measures of their elimination becomes crucial.  
A methodological approach to the calculation of weight coefficients of preventive indices based on the expert assessment has been provided. The completed study has detected the key indices most affecting the level of the safety culture and established their significance. The developed methodology ensures a quantitative assessment of the state of the occupational safety management system, which allows the use of proactive preventive tools to manage industrial accidents. 
The results of the study confirm the criticality of a comprehensive approach to ensuring occupational safety, emphasizing the need for the systemic assessment of all elements affecting occupational safety. The study results enable an increase in the efficiency of preventive indices in the field of occupational safety. This will help estimate the impact of a human factor on occupational safety, forecast critical points of potential emergencies as well as develop and implement comprehensive preventive measures to reduce industrial accidents. This provides a possibility to increase the stability of the occupational safety management system and safety culture at enterprises. The methodological approach developed is basic to improve management strategies of working conditions and occupational safety, and establish comprehensive preventive measures aimed at reducing industrial accidents and enhancing the stability of the occupational safety system.
