The study considers an example of identification of hazards and risk assessment at workplace of a driller’s assistant by using the risk matrix method based on the point assessment with the following application of the Board’s calculation method to rank hazards of the same or similar risk level by the degree of their criticality. The expert assessments of hazard ranking by the degree of criticality have been analyzed; the consistence of expert opinions has been determined.
During the studies, the expert group composed a hazard register for 6105 workplaces in 24 branches of an enterprise of the fuel and energy industry based on the occupational safety instruction in accordance with types of jobs, occupations, job duties, statistical data on accidents occurred at the company, and the results of the special assessment of labor conditions. As an example, the article provides a hazard register for the workplace of a driller’s assistant.
As the next stage, risk assessment for each identified hazard with the use of the matrix method 55 based on the point assessment, as stipulated in the Order of the Ministry of Labor and Social Protection of the Russian Federation of December 28, 2021, № 926 «On approval of the Recommendations on the selection of occupational risk level assessment methods and methods to reduce such risk levels», has been conducted.
As the example shows, the risk level values are very close; for some hazards they are identical. In such a case, it is quite difficult to determine the risk criticality. In order to solve the problem, the Board’s calculation method has been suggested for the study. Using the Board’s calculation method, hazards whose risk was significant and the value of which was close or identical to other hazards have been ranked by their criticality degree. The expert assessment of hazard ranking by the degree of criticality has been analyzed; the expert opinions have been harmonized. The obtained data can be used for the development of measures to manage significant risks at the workplace of a driller’s assistant, including conditions of limited time and (or) funding resources.
