The current socioeconomic situation has stimulated the need to establish additional staff of professional communities that is extremely important for the functioning of enterprises in many industrial sectors. Personnel education is the key stage of training. Industrial safety training and certification are classified as adult education. This type of education has certain specifics as to the principles and approaches to designing the content, applied technologies, methods, and forms of learning. Nonetheless, the efficiency of personnel education does not always comply with the required level. Particularly, the results of knowledge control in the field of industrial safety illustrate the unsatisfactory level of education.
In order to improve the efficiency of the certification of industrial safety experts and ensure the safe operation of hazardous production facilities, a multifactor analysis of causes of the unsatisfactory level of expert certification results is required. To do that, the analysis criteria must be developed, such as the basic level of expert training, practical working experience in the industry, psychological aspects of personality, expert motivation, age of trainees, and the final certification. For the study, education, practical experience, and age of personnel have been adopted as the education efficiency evaluation criteria. These criteria most clearly correlate with the results of education and certification as well as the level of professional maturity and provide a ground for predictive assessments for both the effectiveness of training and certification and the quality of performing discipline and performance of an expert.
The situation can be changed provided the implementation of modern models of personnel training at enterprises that consider the listed factors and analysis criteria and allow the implementation of technologies taking them into account.
