Abstract Overview is given related the of the changes introduced to the Federal norms and regulations in the field of industrial safety «Industrial safety regulations of hazardous production facilities, at which the equipment operating under excessive pressure is used». Need in changes is due to the presence of the number of unsolved problems in the normative-legal regulations of safe operation of boilers, vessels and pipelines operating under excessive pressure. The problems were detected at the implementation of industrial safety requirements in this area. The field of their validity coverage is corrected in the new edition of these regulations.
New approaches related to the procedure for commissioning equipment operating under excessive pressure are considered from the point of view of organizational issues of the commission activity on the inspection of the equipment, requirements for the scope and content of the inspection, as well as the final documentation execution.
Additional requirements are specified for the organizations utilizing the equipment operating under excessive pressure, the requirements for the procedure of registration of the passport duplicate execution or its restoration in case of loss. The requirements are given for maintaining the passport of the equipment in the case, when the manufacturer has not specified the sections (items) mandatory for filling.
The problem is indicated pertaining to the fundamental change in the concept of the notion «the specialized organization authorized to conduct technical examination of the equipment under pressure». The ways of further improvement of the normative-legal regulation of the safe operation of the equipment under excessive pressure are outlined. The need for this is related to the presence of the unresolved issues with regards to the requirements for the application of the construction materials, including foreign-made, and the operational control over them, as well as to specifying the industrial safety requirements for heat networks operation in a separate section.
