On the Improvement of Approaches to Training and Certification of the Employees of the Organizations Performing the Activity in the Field of Industrial Safety


Annotation:

The Article is devoted to the problems of normative-legal regulation of training and certification of the employees of the organizations performing the activity in the field of industrial safety. The ways of solving of the above specified problems, conceptual approaches to the development of the new normative- legal acts regulating the relationship in the considered area are proposed. The need is noted concerning clear identification of the objectives of certification on industrial safety for the persons which are subject to certification in this field. Up-to-date approaches to education, advanced training and training in the field of industrial safety are considered. The types of activity in the field of industrial safety formulated 20 years ago require revision for the purpose of bringing Federal law № 116-FZ in compliance with the legislation of the Russian Federation. The authors also propose to introduce the required changes and additions to the corresponding drafts of the Federal Laws, Decrees of the Government of the Russian Federation and Safety Guides.
