On the Approaches to Identifying Boundaries of the Regulated Values of the Technological Processes Parameters

Annotation:

In the new edition of the Federal norms and regulations in the field of industrial safety «General rules of explosion safety for fire and explosion hazardous chemical, petrochemical and oil processing plants» the term «critical values of the parameters» is not applied because at conducting technological processes the deviations of the process parameters  from the boundaries of their regulated values (lower and upper) are not allowed that is ensured by the systems of monitoring, regulation and Distributed Control System, which are part of the process control system, and also Emergency Shutdown Systems.
It is required to set the boundaries of the regulated values of the parameters and specify their critical values for the processes to be developed, in which the following is possible: the formation of connections, which are unstable under conditions of conducting the process, the behavior of the uncontrolled exothermic reactions, the contact of the fuel with oxidizer is implemented, and also the formation of the explosive environment and fast changing of key parameters (pressure, temperature, concentration of fuel and (or) oxidizer).
At operating hazardous production facility, according to the requirements of items 3.2-3.4, 6.3.15 of the General rules of explosion safety for fire and explosion hazardous chemical, petrochemical and oil processing plants, in the Regulations for Manufacturing Processes it is required to specify the boundaries of the regulated values of the parameters. The regulated values of the parameters of conducting technological process shall be specified in the Regulations for Manufacturing Processes as the optimum norms of maintaining the technological mode, and they are subject to monitoring and regulation in the given range.
At the development of new technological processes the boundaries of the regulated values of the parameters shall be set by the developer of the technological process.
