Annotation:
An overview is provided related to the main changes in the procedure for conducting certification of managers and specialists in the field of industrial safety. These changes are due to the entry into force on September 1, 2023 of the requirements of the Government of the Russian Federation of January 13, 2023 № 13 «On certification in the field of industrial safety, on the issues of safety of hydraulic structures, safety in the electric power industry» and the termination of the requirements of the Russian Federation Government Decree dated October 25, 2019 № 1365 «On training and certification in the field of industrial safety, on the issues of safety of hydraulic structures, safety in the electric power industry». The changes in the field of certification establish:
exclusion of certain categories of employees from the number of persons required to receive additional professional education in the field of industrial safety and undergo certification in industrial safety at least once every five years;
the categories of employees who undergo certification exclusively in the certification commissions of the organizations operating in the field of industrial safety;
expanding the list of information provided by the applicant for certification in the territorial certification commission of Rostechnadzor;
the procedures in case of force majeure circumstances preventing the presence of the certified person during certification in the territorial certification commission of Rostechnadzor;
the requirements for computer testing as part of industrial safety certification;
the procedure for filing and consideration in the central certification commission of Rostechnadzor of appeals against a decision, action (inaction) of the territorial certification commission of Rostechnadzor;
the procedure for entering information on the results of certification in the Rostechnadzor certification commissions and the certification commissions of organizations into the register of the certified persons, as well as cases of exclusion of information from this register;
adjustment to reduce the time required for completing procedures as part of Rostechnadzor provision of state services for organizing certification in the field of industrial safety.
