Annotation:

Based on a scientific study conducted by the authors, a catalogue of hazardous working conditions in employees' activities has been developed, based on risk management at industrial facilities in the Russian Federation and the coal-industrialized region of Kemerovo, Kuzbass. The catalogue includes probabilistic indices of the impact of hazardous factors on humans and harm to employee health from industrial injuries, emergencies, and fires. A classifier of hazardous factors and risks, with distribution across three adverse industrial systems, has been proposed, along with measures to prevent them. A method to improve employees’ safety by deterministic criteria has been considered.
The presented approach is based on both risk indices and values of deterministic criteria, where risks are calculated, whereas the deterministic criteria are established by regulatory and legal acts. During the study, international practices that confirm the use of strict regulatory and legal requirements to reduce the risk of harm to personnel's lives and health have been investigated. 
The developed employee safety assessment methodologies using probabilistic indices, along with the method to improve safety using deterministic criteria, will help reduce hazard levels and implement preventive measures to forecast hazardous factors, prevent them, and minimize their consequences. The advantage of the proposed approach is its simplicity, availability, and the possibility of further improvement by introducing additional hazardous systems. In addition, the methodology can potentially be developed by adding risk calculations in the coming years and by suggesting preventive measures, considering the socioeconomic development of enterprises, technologies, and hazards, including those caused by external man-made threats.
