Introduction of Risk-Oriented Approach at the Implementation of the Federal State Supervision in the Field of Industrial Safety

Annotation:

Hazardous production facilities depending on the level of potential hazard are divided into four classes of hazard. Performance of the scheduled inspections of the legal entities, individual entrepreneurs operating hazardous production facilities is carried out with a certain frequency depending on the class of hazard of the object. However in the current legislation of the Russian Federation in the field of industrial safety the term «level of potential hazard» is not used, it is replaced by the term «accident risk».
Since 2013, in termsof of the federal state supervision in the field of industrial safety, the model of risk-based supervision has been fixed at the legislative level.
In April 2015, the working group together with the personnel of Rostechnadzor central staff started developing the first draft of the Methods for assessment of the likelihood of potential negative consequences of non-compliance with mandatory industrial safety requirements.
Every year Rostechnadzor develops the methods for determination of accidents risk, identification and calculation of these risks for various types of supervision, branches of industry. Approved methods refer to the normative acts of the level of safety guide, they are developed for the objective of facilitating the compliance with the requirements of the federal norms and regulations in the field of industrial safety and are of non-regulatory nature. Such methods are intended for use by the organizations during design, construction, overhaul, technical re-equipment, reconstruction, operation, conservation and liquidation of hazardous production facilities.
At present, the methods include 37 questionnaires, which cover all the types of hazardous production facilities. The methods used by Rostechnadzor inspectors in daily activities during preparation for the inspection and its implementation have been repeatedly updated and finished. This process will continue in future, just as the legislation in the field of industrial safety is developing satisfying the new level of the development of production technologies.
