Industrial Safety Expertise of the Equipment of Hazardous Production Facilities. Topical Problems

Annotation:

According to Article 7 of the Federal Law of July 21, 1997 № 116-FZ «On Industrial Safety of Hazardous Production Facilities» the equipment operating under pressure, technical devices operated at hazardous production facility are subject to industrial safety expertise unless the different form of technical device conformity assessment is established by the Technical regulations: before starting using at hazardous production facility; at the end of the service life or when the number of load cycles of such technical device established by its manufacturer is exceeded; if there is no data in the technical documentation on the service life of such technical device, if the actual service life exceeds 20 years; after carrying out works related to the modification of the structure, the replacement of the material of the bearing elements of such technical device, or reconstructive maintenance after the accident or incident at hazardous production facility that damaged such technical device.
In the process of carrying out industrial safety expertise, two parties are involved, which often have the conflict of interests because not to all the questions that arise during expertise there are unambiguous answers. This is due to the fact that there are no unambiguous answers to the following questions in the current federal norms and rules.
Is it required to draw up and coordinate with the client the work program for conducting industrial safety expertise?
How many expert opinions can be prepared (signed) by one expert during the year?
What amount of non-destructive and destructive control shall be assigned during expertise, how to determine and assess the mechanisms of damage to the material of the technical device, its stressed-deformed state during industrial safety expertise?
What maximum period of technical device operation can be assigned based on the results of the expertise?
Specific issues are considered, recommendations for clarification and modification of existing regulatory documents are given.
