Engineering Assessment of Personnel Safety at Planning the Promt Actions on Fire Extinguishing in the Production Premises Using Fire Extinguishers

Annotation:

The method is presented concerning an engineering assessment of safety of the production objects personnel when planning prompt actions on fire extinguishing in the production premises with the use of fire extinguishers. The method considers the time of evacuation routes blocking by fire hazardous factors, sharp escalation of situation during fire, technical - tactical characteristics and safe methods of fire extinguishers use, preparedness of people to act in the conditions of risk, time of people reaction on alarm signals, decision-making time depending on the signal type about the fire, and fire detection time. Time of evacuation routes blocking is proposed to be determined by hazardous factors of fire using specialized software means. Sharp change of the situation during fire is described by the model of assessment of the workplace safety considering random change of the parameters of sources of hazard for a person. Safe methods of using fire extinguishers are expressed by the calculation of minimum fire area at which the use of fire extinguisher eliminates the effect of hazardous factors of fire on a person. It is proposed to carry out an assessment of people preparedness to work in the conditions of risk by means of psychodiagnostic testing by diagnostics software and hardware tools. The time of decision-making is selected depending on the signal type about the fire. Detection of fire time shall be calculated on the basis of three situations. In the first situation, the fire is detected on the signals of the system of evacuation warning and control. In the second situation, the fire is detected by the personnel visually on the convective column formed from the seat of fire. In the third situation, it is proposed to use the normative method. The example is given concerning an assessment of personnel safety in case of fire extinguishing in production premise of the compressor shop.
