The Russian Federation constantly pays attention to the improvement of the mechanisms on ensuring occuptaional safety. In the subprogram «Occupational safety» for 2018–2025, which is part of the state program «Promotion of the population employment», the formation of the occupational safety culture is identified as one of the main goals. Safety culture is the norms and rules, as well as the adopted ways to implement them, which affect the behavior and attitude of the employees to ensure their own safety and the safety of other people at the plant.
At the enterprises of oil and gas industry there are many risk factors for the employees related to industry specifics, and, therefore, the formation of safety culture is the flagship field in the management of occupational safety and health. The cooperation of Mintrud of Russia with the International association of social security on promotion of the Vision Zero Concept gives a new impetus to prevention of occupational injuries and occupational sickness rate. Main aspects considered in the article and related to the formation of safety culture in conjunction with the implementation of Vision Zero are recommended as a basis for the activities of organizations of the oil and gas industry to improve the system of labor protection. The central role in the formation of safety culture takes into account the role of the human factor in occupational injuries. The importance is proved related to educating the responsibility of the employee for his actions within the framework of creating safety culture along with other activities (information, conducting professional selection, medical examination, training, developing skills and techniques).
Involvement of national companies in the exchange of experience in the formation of safe work culture will facilitate increasing the involvement of the employees in ensuring safety, creating incentives for the employers to improve the quality of working conditions, sustaining the lives and health of the employees in oil and gas industry.
