The article describes the results of the 25-year stage of the development and elaboration of the methods for assessment and regulation of industrial safety launched in 1990s by the joint studies of the academic institutions, industry scientific and research organizations and scientific structures of Gosgortekhnadzor of Russia (Rostechnadzor) within the framework of the state scientific and technical program «Safety of the population and economic assets taking into account the risk of natural and technogenic disasters». In the course of the conducted activities the scientific bases were prepared related to the Federal Law of July 21, 1997 № 116-FZ «On Industrial Safety of Hazardous Production Facilities», a number of resolutions of the Government of the Russian Federation, federal norms and regulations in the field of industrial safety, safety guides of Rostechnadzor in the field of accidents risk analysis. The scientific basis for risk analysis will allow to move from deterministic regulation of compliance with the regulatory requirements to ensuring industrial safety based on the risk-oriented methodology that uses statistic information on failure trees and event trees for building the risk matrices for hazardous production facilities of I–IV classes of hazard.
